If a person intentionally causes damage and thereby disobeys [Allah], he should not be given from the Zakat unless he repents, or if he was wronged and judged to pay what he was not obligated to. If he repents, then there is no harm in giving him Zakat; otherwise, it is not permissible. So, if he incurred a debt due to a sin, he is not given [Zakat] unless he repents and his repentance and sincerity are known, because doing so encourages him to continue abandoning the sin. However, if he does not repent, he is not given.
