Is it obligatory to perform ablution and change clothes if urine is discharged during prayer, knowing that discharge is frequent?

We have previously issued several fatwas explaining the ruling on a person afflicted with سلس (incontinence), how they should pray, and what they should do with their garment if it becomes ritainted.
