Did Ibn Taymiyyah issue a fatwa permitting the sale of alcohol to enemies (the Tatars), and what is the text of his fatwa if it exists?

We are not aware of any fatwa from Sheikh Al-Islam concerning the drinking of alcohol, nor do we believe that such a statement could be attributed to him. However, it is known that he once passed by a group of Tatars who were drinking alcohol and said to his companions: "Leave them. When these people are drunk, people are safe from their evil, but when they are sober, they cause corruption."
