It is permissible to shorten and combine prayers under two conditions: First, that you do not intend to stay for four days or more. If you intend to stay for one, two, or three days, it is permissible for you to shorten and combine prayers. However, if you intend to stay for four days or more, you become a resident and are not allowed to avail yourself of the concessions. Second, that your travel for tourism is permissible, as many jurists hold that unlawful travel does not permit the concessions of travel.
