Is a recently converted Filipino Muslim, sentenced to nine years in prison and payment of 200,000 Riyals as blood money for intentional killing, eligible to be considered among those in debt (gharimin) who are deserving of zakat, knowing that he possesses neither money nor a family (aqila) to support him?

An impoverished deliberate murderer may be given zakat (definition) to pay blood money if he repents, because he is considered among those in debt (gharimin), and his repentance for his deed is a prerequisite. It is also permissible to give him from zakat if his faith is weak and there is hope that giving him will strengthen it, because he falls under the category of those whose hearts are to be reconciled (al-mu'allafati qulubuhum).
