What is the ruling on the legal interest of 9% per annum, which judicial authorities rule against the procrastinating debtor, in exchange for the damage incurred by the creditor?

The debtor's procrastination is a forbidden injustice, and legal interest is forbidden usury that is not permissible to take. However, if you incurred expenses for hiring a lawyer or for the case to obtain your right due to the procrastination, then there is no harm in taking only the amount of these expenses from the interest that the court mandated, and you must return the rest to the debtor; due to the saying of the Prophet, peace and blessings be upon him: "There should be no harm or reciprocating harm."
