Is it permissible to return the cow to the seller who cheated on its weight, and who bears the transportation costs?

The seller's deception by increasing the cow's weight is unlawful (haram) according to Islamic law. The buyer has the choice to either annul the sale or keep the cow and take the 'arsh (compensation for the defect). The expense of returning the sold item due to a defect falls on the buyer. However, if the seller committed fraud, then the expense falls on him because he was the cause of the deception.
