Is the pharmacist obligated to pay the accumulated registration fees and usurious fines to the Pharmacists' Syndicate in order to practice his profession, and is he assigned to verify the Syndicate's usurious dealings?

A Muslim must avoid usury, the consumption of which God has declared war upon, and the Prophet cursed its consumer, its provider, its scribe, and its two witnesses. The pharmacist and others must understand the ruling on their work. If the syndicate deals with usurious interest, then it is impermissible to pay it. If the fees are late payment penalties on taxes, then it is impermissible to pay them. If the tax is permissible and has become due, then any increase on it due to delay is forbidden usury. Nevertheless, if a Muslim is compelled to this profession and finds no alternative, then there is no objection to it due to necessity.
