Is it necessary to enter into a state of Ihram from the Miqat of Sail Al-Kabeer when going to Makkah before the start of Hajj to visit family?

If you reside in Jubail and intend to perform Hajj from there, you must enter into a state of ihram from the miqat, which is Qarn al-Manazil. This is based on the Prophet Muhammad (peace be upon him) saying: "These miqats are for them and for those who come by them from other than their people, intending Hajj and 'Umrah. And whoever is living within these boundaries, then he should assume ihram from where he starts, and the people of Makkah should assume ihram from Makkah."

If you arrive in Makkah performing umrah as a mutamatti' (one performing umrah then Hajj), you may exit your state of ihram after completing umrah. Then, you should enter into ihram for Hajj from your location in Makkah on the 8th day of Dhul-Hijjah.
