Is it obligatory to enter into a state of Ihram for Hajj from Jeddah or Makkah for a resident of Makkah who went to Jeddah for a holiday and then returned to Makkah to work during Hajj and then perform it, and similarly for his friend, a resident of Makkah, who went to Madinah for a holiday and then returned to work and perform Hajj?

If you are a resident of Jeddah for study and intend to perform Hajj, you must enter into a state of ihram from Jeddah. Similarly, one who resides in Medina and intends to perform Hajj must enter into ihram from Dhul Hulaifah, based on the Prophet's (peace be upon him) saying: "These (places) are for them and for anyone who comes upon them from other than their people, from those who intend Hajj and Umrah."

As for someone who is studying in Mecca but is not a native of it, Sheikh Al-Shinqiti answered with detail: - If he leaves for his country before the months of Hajj, then returns to Mecca before the months of Hajj, he performs ihram for Hajj from Mecca, and his ruling is like that of the people of Mecca. - However, if he leaves Mecca after the month of Shawwal has begun, then returns to it from any direction, he has the ruling of the people of that direction. He must not enter except by performing Umrah or enter in a state of permissibility (halal). Then, when Hajj comes, he exits to the miqat he passed through and enters into ihram from there. The reason for this is that whoever passes by a miqat after the temporal miqat of Hajj has begun and has the intention of Hajj, he must enter into ihram from there. So, either he enters with an Umrah as a mutamatti' and performs ihram for Hajj from Mecca, in which case a sacrifice (dam) is due, or he enters in a state of permissibility (halal) then exits to the miqat at the time of Hajj to enter into ihram from there.
