Jeddah is a Miqat for its residents and for those who arrive there without the intention of performing a ritual, but then form that intention. However, for anyone who intends to perform a ritual (Nusuk), it is not permissible to delay the Ihram until Jeddah. Rather, he must enter into Ihram from the Miqat he will pass through. Therefore, whoever intends to perform Umrah while traveling to Jeddah for work, visit, or trade, must enter into Ihram from the Miqat before passing it.
