The default ruling for birds is permissibility unless there is a specific prohibition, which applies to birds with talons that hunt with them. Peacocks are permissible to eat because they are not birds of prey. The Maliki school of thought holds that all birds are permissible to eat, even if they have talons or are "jallalah" (filth-eating).
