I wish to perform Hajj this year on behalf of my late mother—may Allah have mercy on her—as she was never able to do so. I performed Hajj five years ago, but I have limited income. My family will be financially secure during my absence. Is it permissible for me to borrow (interest-free) the cost of Hajj from a friend and repay it in installments? And can I ask my relatives and friends to help cover the expenses?

Praise be to Allah and peace and blessings be upon the Messenger of Allah and upon his family and companions. To proceed:

It is permissible to borrow for Hajj on behalf of a deceased mother if there is the ability to repay, but it is not obligatory if she did not leave enough wealth for Hajj. It is possible to encourage siblings to contribute from their wealth for Hajj on her behalf. However, asking people and requesting assistance for the costs of Hajj is not recommended, as the issue is discouraged legally except in three cases: someone who has undertaken a financial responsibility, or who has been affected by a calamity that swept away his wealth, or who has fallen into visible poverty testified by three just members of his community. Anything other than this in the matter is illicit gain.
