How can one supplicate against neighbors who are characterized by bad morals and commit abominations such as "adultery, drugs, and insulting the faith"?

A neighbor has an assured right in Islamic law, and Jibreel (peace be upon him) enjoined good treatment of neighbors to such an extent that the Prophet (peace and blessings of Allah be upon him) thought that he would make them heirs. If neighbors commit sins, they should be advised, commanded to do good and forbidden from evil, and efforts should be made to help them repent. He who uses wisdom and gentleness will be a cause for the guidance of people and will be rewarded for it, for verily, that Allah guides through you a single man is better for you than red camels. Do not supplicate against them; rather, supplicate for their guidance, for the Prophet (peace and blessings of Allah be upon him) said when he was asked to supplicate against the polytheists: "Indeed, I was not sent as a curser, but rather as a mercy," and he supplicated for the tribe of Daws, who had disobeyed and refused: "O Allah, guide Daws and bring them forth."
