Is demanding the repayment of the price of an apartment through real estate financing from a bank, after paying the down payment and receiving approval, considered usury?

If the apartment purchase contract is valid and free of usurious transactions, and dealing with the bank is only for paying installments, then there is no harm. However, if the contract violates Sharia, then it is not permissible to enter into it.
