Is it necessary to provide a special place or specific facilities (such as an inspector to examine the sheep) on the farm for slaughtering the sold sheep, to avoid problems with the State's Department of Agriculture?

If Muslims are able to slaughter the sheep according to Islamic law, then that is a great good. Otherwise, the sheep should be sold to them alive for them to undertake the slaughter themselves. It is encouraged to facilitate the slaughter process for Muslims as much as possible, as they might not find a suitable place except on the farm.
