Does the passage of years void the right to claim outstanding money Islamically, if the concerned institution acknowledges the right but relies on a system that prevents claiming it after ten years?

The truth does not lapse by prescription after it has been established. As for the lapsing of a lawsuit by prescription, that is another matter. Issues of disputes and litigation cases must be presented to the Sharia courts for adjudication.
