Is the owner of a design website sinful for publishing links to other websites that contain pictures of women or violations of Islamic law, if he is compelled to publish the intellectual property rights of these files?

Intellectual property must be respected, and the source of published images and information must be mentioned, provided that what is benefited from is Islamically permissible. If the images contain nothing prohibited and their source is mentioned, then the sin of anyone who searches the source for impermissible things and commits a sin falls upon them alone, for Allah Almighty says: "And no bearer of burdens will bear the burden of another."
