What is the ruling on taking an interest-based loan from the Canadian government to pay for education expenses?
It is not permissible to borrow with interest, because it is usury (riba), which is forbidden. Allah has warned those who consume it of a war from Him and His Messenger. The Prophet, peace and blessings be upon him, cursed the one who consumes usury, the one who pays it, the one who writes it down, and its two witnesses. There is no difference in this regard between buying a home, paying for studies, or similar matters. The only exception is in cases of dire necessity where there is a danger to life or limb, such as someone who would perish or lose an organ if they did not consume the forbidden item.
