Is it permissible for a well-off man who does not own a home to take money from bank interest to build a home?

Whoever engages in usury must perform a sincere repentance by abandoning the practice, regretting it, and resolving never to return to it. As for the previously accrued unlawful usurious interests, they should not be returned to the banks. Rather, they should be taken and spent on charitable causes and for the general welfare of Muslims, similar to fay' (spoils of war taken without battle), which is distributed among all Muslims and does not require poverty as a condition. However, when distributing, one must prioritize the most important needs. And whoever takes this money, let him be advised to dispense with it in favor of those who are in greater need; otherwise, he may benefit from it for building a dwelling or other necessities.
