What is the ruling on congregational prayer for a deaf and mute young man, and should he recite Al-Fatihah and what he can from the Quran behind the Imam?

Jurists have differed regarding the recitation of a deaf person who is capable of reciting behind the Imam. Some have made it obligatory for him because it is, for him, like a silent recitation. Others have not made it obligatory because it is a loud recitation. Still, others have stated that recitation is disliked for him.

As for someone who is mute, he must move his tongue as much as a speaking person moves theirs, and the verbal recitation is waived for him. His recitation in both silent and and loud prayers is more cautious (i.e., preferable).
