Is it obligatory to fulfill a vow made not to return to some African countries due to the corruption of their women and their lack of modesty?

If the intention behind the vow not to return to a specific country is to draw closer to Allah by distancing oneself from people of disobedience, then it is a vow of obedience that must be fulfilled, for the Prophet (peace be upon him) said: "Whoever vows to obey Allah, let him obey Him."

If this is not the intention, then it is a permissible vow that, according to the majority of scholars, is not binding, and thus requires neither fulfillment nor expiation, for the Prophet (peace be upon him) said: "There is no vow except for that which is sought for the sake of Allah's countenance." Imam Ahmad, however, held that it is binding and one has a choice in it, and expiation for it is like the expiation for an oath if it is not fulfilled. The more cautious approach is to offer expiation to avoid disagreement.
