Who are those deserving of Hell in this world, regardless of their righteous deeds?

Hell is not certainly due except for he who dies as a polytheist or an infidel in God. The polytheists and infidels, their deeds are nullified, and their destiny will be a painful torment. As for theieving monotheists, they will enter Paradise. Some disobedient ones among them may enter Hell for purification from their sins, and then they will exit it, for they will not abide therein eternally like the infidels and polytheists.
