What should one do if they do not know whether they intended to repeat the expiation with the repetition of the act or not, based on the fatwa which states that a person who swears a single oath is only liable for a single expiation, unless they intended to repeat the expiation with the repetition of the act?

If a person breaks their oath more than once, their oath is dissolved by the first breach, and only one expiation (kaffarah) is required of them. This is unless they intended to incur multiple expiations with repeated actions. For someone who does not know what they intended at the time of swearing the oath, the default remains that no more than one expiation is required.
