Is it permissible for young men aged 17 to practice masturbation once or twice a week to avoid harassing girls, given the widespread temptations everywhere?

Masturbation is forbidden (haram), and fear of sexual harassment from women does not make it permissible. Some scholars have allowed it in cases of extreme necessity, such as the fear of committing fornication (zina), and this is a view held by Ibn Taymiyyah, while others consider it absolutely forbidden. To avoid sin, one should seek righteous companionship, draw closer to Allah with sincere intention, and increase in acts of obedience such as prayer, night vigil (qiyam al-layl), remembrance (dhikr), and seeking forgiveness (istighfar), all with sincerity to Allah. One must also keep away from everything that incites desires, abandon bad company, and always be conscious of Allah's constant watchfulness. It is recommended for those who cannot marry to fast frequently, as it is a protection against falling into immorality.
