Should one perform Istikhara (prayer for guidance) to reject an undesirable suitor?

Istikhara is legislated for one who is hesitant between two matters, so that he may entrust the choice to Allah. However, one who is determined about a specific matter should not perform Istikhara, for it is not valid for his intention to be to firmly decide on the matter or to reject it.
