Is Fajr prayer performed with Al-Fatiha only, or is it performed with Al-Fatiha and a surah?

If the question is about the two rak'ahs of Fajr, the Prophet (peace and blessings of Allah be upon him) recited in them "Qul Yaa Ayyuhal-Kafirun" (Say, O disbelievers) and "Qul Huwa Allahu Ahad" (Say, He is Allah, [the] One), and sometimes the verses "Say, 'We have believed in Allah'" and "Say, 'O People of the Scripture, come to a word that is equitable between us and you'". This is evidence that it is recommended to recite a surah after Al-Fatihah in them, which contradicts the opinion of those who say that only Al-Fatihah should be recited or that nothing should be recited.
