Is it permissible to spend Zakat funds on projects for printing and publishing the Holy Quran and translating its meanings?

The apparent meaning of the Quran indicates that zakat should not be spent on this project because it is not one of the asnaf (categories) of zakat expenditure mentioned in the verse: "Zakat expenditures are only for the poor and for the needy..." (Quran 9:60). Furthermore, a resolution has been issued by the Council of the Senior Scholars prohibiting the expenditure of zakat on this project.
