Is saying "Insha'Allah" considered an oath, a covenant, or something else, and what is it if one does not intend anything by it?

The phrase "إن شاء الله" (if God wills) after an oath or a covenant is considered an exception that nullifies the oath, so there is no breaking of the oath and no expiation for one who makes such an exception, due to the Prophet, peace and blessings be upon him, saying: "Whoever swears an oath and says 'إن شاء الله' has made an exception." However, if one does not intend it as an exception, it does not benefit them, and they are liable for expiation if they break the oath. Saying it isolated from an oath is not considered an oath, and it may be intended as remembrance of God, seeking blessing from His name, or making an action dependent on God's will.
