Is a wife obligated to obey her husband if he forbids her from financially assisting her parents, or should she help her parents even without her husband's knowledge? And is the husband's permission required for spending on family?

A child who is able to provide for their parents must spend on them if they are poor and in need, because this is part of the "ihsan" (good treatment) commanded in the verse: (And your Lord has decreed that you worship none but Him. And to parents, ihsan). Scholars have unanimously agreed on the obligation for a child to financially support their poor parents. The existence of siblings who are unable to provide does not nullify this obligation, and the husband's statement that the responsibility falls on the male siblings is incorrect. It is not permissible to obey the husband in abandoning this duty, because there is no obedience to a creature in disobedience to the Creator. One must gently persuade him of this.
