Is it impermissible (haram) to upload and distribute medical and other books online, in a way that harms the publisher and violates intellectual property rights and the SOPA law? And is it obligatory to dispose of these books and refrain from publishing them?

It is not permissible for you to download and publish books whose copyrights and publishing rights are reserved. This right has acquired significant financial value in contemporary custom, and it is legally protected for its owners. Your publishing of them without permission is considered an aggression for which you bear sin, and you must remove what you have published if you are able to do so.
