The answer

Worshippers must be keen on fostering harmony and rejecting division. A student of knowledge who is upright on the should be enabled to teach, while being advised to be gentle, and the people of the neighborhood should reconcile him with the Imam and hold a dialogue. If he has an innovation (bid'ah), the Imam has the right to prevent him. If he is upright, but people disapprove of his strictness, he should be advised to be wise and gentle. If the Imam refuses to enable him, the community should stand with him and compel the Imam to accept, unless his teaching leads to corruption, in which case he should not continue teaching until the disagreement is resolved. If the Imam is not regularly appointed, he has no authority to prevent. The confirmed matter is to strive to unite hearts and cooperate in righteousness and piety, and the people of knowledge should intervene to reconcile.
