Those in charge of Muslim affairs must not be an obstacle to good and public benefit. The use of state resources is divided into two categories: that which the state has permitted for the general public, in which case its use is permissible, and that which is public property belonging to Muslims but the state has not granted general permission for its use, in which case its use is not permissible.
