What is the ruling on masturbating through means other than touching the male organs?

Masturbation is forbidden by the Qur’an and Sunnah. Its prohibition is not limited to doing it by hand; rather, it includes any method, whether by touching the organ or otherwise, or by using tools or dolls. Scholars such as Ibn Abidin and Sheikh Ibn Uthaymeen have explicitly stated this.
