The purpose of prize draws is to promote the merchant's goods. The legitimate form of prize draws is that which encourages beneficial knowledge or righteous deeds. As for prizes offered by commercial stores, there are two forms: The first is buying a coupon for a sum of money solely to participate in the draw, and this is absolutely forbidden because it is gambling. The second is buying a commodity and receiving a coupon to enter the draw, and this is also forbidden due to its inclusion of an element of gambling (maysir), waste of money by buying unnecessary goods, and fueling a spirit of selfishness and harming others. There is a third form, concerning which there is a difference of opinion, but the more preponderant view is that it is permissible, which is buying a commodity when there is a need for it and receiving a known item in exchange for the coupon without a draw.
