Is it permissible to donate money to a number of people to perform the rituals of Umrah?

If the charity is not from the obligatory , then there is no harm in paying it for performing . As for the obligatory Zakat, it is not permissible to spend it on performing Umrah or Hajj, even if the person is unable to perform them.
