What is the ruling on the prayer of one who finds slight wetness at the urethral opening after performing istinja' and istijmar, lasting for about a quarter of an hour? Is he obligated to wait for this wetness to stop? What is the ruling on tying a bandage made of tissue paper around the urethral opening to protect the garment from impurity? And what is the ruling on his 'Umrah while in this state?

It is sufficient for istinja' (cleaning after urinating or defecating) to wipe with a tissue or wash with water. The best is to combine both after ensuring the cessation of urine flow. If a person is not suffering from waswas (obsessive doubts), they must ensure that the urine trickling has stopped before performing wudu' (ablution), even if it takes a long time, because the cessation of urine flow is a condition for the validity of wudu' and prayer. One is not required to bandage the area as long as the urine flow stops and can be controlled. If a person places a tissue on the private parts and it gets soiled with urine, it must be removed for prayer and tawaf (circumambulation of the Kaaba). However, for past prayers and tawaf performed with a urine-soiled tissue, there is no need to repeat them due to ignorance or forgetfulness.
