It is not permissible to allow disbelievers to reside in the Arabian Peninsula, because the Prophet, peace and blessings be upon him, said: "Two religions shall not coexist in the Arabian Peninsula." This includes Madinah.
However, it is permissible for disbelievers to enter Madinah for trade without residing there. They are given sufficient time, then requested to leave.
As for the Sacred Mosque ( al-Makki), the majority of scholars hold that it is absolutely impermissible for a disbeliever to enter it.
