Is it permissible for the infallibility (divorce power) to be in the wife's hand because the husband loses control when angry, and he has divorced his wife twice, with only one divorce remaining, while the wife controls herself and is able to preserve the family?

A husband can delegate the power to divorce to his wife, and he can also divorce her himself. This delegation does not waive his right to pronounce divorce whenever he wishes. The remedy for a husband's anger is to avoid its causes and to employ means that help dispel anger, such as remembering Allah and performing ablution (wudu'). If a person's anger reaches the point of losing consciousness and awareness, then what he utters regarding divorce is not binding upon him.
