Is it permissible for a girl to go for Umrah with a man who was her mother's husband as a mahram?

It is permissible for a woman to travel with her stepfather under two conditions: that he has consummated the marriage with her mother, according to Allah's saying: ﴿And your stepdaughters who are in your guardianship, born of your wives to whom you have gone in. But if you have not gone in unto them, then there is no sin upon you﴾ [An-Nisa: 23], and that there is no fear of temptation (fitna).
