Is it permissible to pass in front of a person performing a supererogatory prayer in order to complete a row?

The jurists have agreed on the permissibility of passing behind the sutrah (barrier) of a worshipper, and the prohibition of passing between the worshipper and his sutrah. Whoever does so commits a sin, based on the Prophet’s (peace be upon him) saying: "If the one who passes in front of a worshipper knew what sin he incurs, standing for forty would be better for him than passing in front of him." However, they made exceptions to this sin for passing to fill a gap in the prayer rows, or to wash off a nosebleed, or for someone circumambulating the Kaaba (during tawaf).
