Is it permissible to speak during wudu, and does the hadith "Whoever performs wudu and does not speak to himself, Allah will forgive his sins" mean the forgiveness of all sins?

It is permissible to speak during ablution (Wudu') because there is no prohibition against it. The sins that are forgiven by ablution and prayer are minor sins, not major ones. Major sins are not expiated except through repentance.
