What is the ruling on wearing sewn khuff during ihram?

A pilgrim in ihram should not wear khuffs (leather slippers reaching above the ankles) if sandals are available. However, if sandals are not available, he may wear khuffs, provided they are cut below the ankles, according to the majority of scholars. This differs from the well-known view of Ahmad and Ibn Taymiyyah, who permitted wearing them without cutting. A woman is permitted to wear khuffs unconditionally.
