What should a man do who vowed to perform Umrah and his wish was granted, but the circumstances of the blockade prevent him from performing it? Is it permissible for him to give money in charity instead?
The vow of Umrah (minor pilgrimage) must be fulfilled because it is a vow of obedience to Allah. The Prophet, peace and blessings be upon him, said: "Whoever vows to obey Allah, let him obey Him."
If the one who made the vow is unable to go for Umrah due to reasons that are expected to be temporary, and they did not specify a particular time for their vow, then they should wait for these reasons to be removed so they can fulfill the vow. The fulfillment of a vow not specified by a particular time can be done at leisure.
If they specified a time and were unable to fulfill it then, they are only required to fulfill the vow whenever it becomes easy for them to do so, and no expiation is required in this case.
