Does a divorce occur if my husband says to my brother, "Your sister is divorced"?

If the husband says to his brother-in-law, "Your sister is divorced," intending his wife, the divorce takes effect and counts as one divorce. It is not a condition for the divorce to take effect that it be in front of the wife or that she hear it. The husband may take his wife back during her iddah (waiting period) if this is the first or second divorce.
