Is it permissible for a woman to wear a head covering (tarha) or an abaya with fringes?

The شرعي (legal/Shar'i) hijab does not have a specific form or designated attire. Rather, it is anything that fulfills the شرعي (legal/Shar'i) conditions that must be observed in women's clothing. So, if the aforementioned attire meets the required شرعي (legal/Shar'i) description, then it is a permissible شرعي (legal/Shar'i) hijab.
