A father must command his daughter to wear the hijab and compel her to do so once she reaches puberty, and prevent her from going out without it, in accordance with the Almighty’s saying: "O you who have believed, protect yourselves and your families from a Fire," and the Prophet's (peace be upon him) saying: "Each of you is a shepherd and each of you is responsible for his flock."
However, if the daughter's threat to harm herself or run away is real should she be forced into hijab or prevented from going out without it, then the parents should limit themselves to commanding, guiding, and advising her, while treating her kindly, encouraging her towards good deeds, strengthening her faith, instilling the love of Allah and His Messenger in her heart, surrounding her with righteous friends, and seeking help from those who can offer her advice.
