Is it permissible to give Zakat al-Mal (obligatory charity on wealth) to the blood purification center located in Morocco, for which donations are being collected in Belgium?

Zakat may only be disbursed to the eight categories mentioned in the verse from Surat At-Tawbah: "Indeed, [prescribed] charitable donations are only to be given to the poor and the needy, and to those who work on [collecting] them, and to those whose hearts are to be reconciled, and to [free] those in bondage, and to the debt-ridden, and for the cause of Allah, and to the wayfarer." Consequently, disbursing Zakat to a patient treatment center or similar charitable projects is not permissible according to the majority of jurists.
