Is it true that a Muslim sins if they see a wrongdoing and do not advise its perpetrator, especially if it is a girl who cannot advise everyone?

Enjoining what is right and forbidding what is wrong is the greatest pillar of religion, and for it Allah sent forth all the prophets. It is a collective obligation (fard kifayah); the burden is lifted if some people undertake it, but everyone sins by abandoning it without excuse or fear. For changing a reprehensible act, it is conditioned that one has the ability to do so, that it does not lead to an unbearable harm or a greater reprehensible act, that the reprehensible act is manifest and not based on suspicion, that it is currently ongoing, and that there is no permissible difference of opinion regarding its prohibition. The responsiveness of the one being enjoined or forbidden is not a condition; what is important is to absolve oneself by fulfilling the obligation. Changing a reprehensible act is not exclusive to men; rather, it includes mature individuals of both genders, each according to their capacity.
