What should I do concerning a person who bought a shop from my father with a bounced check, then evaded payment for years, and now refuses a fair settlement, taking into account the rulings of our true religion and the Sunnah of our Prophet Muhammad, peace and blessings be upon him?

It is not permissible for a debtor to delay repayment of a debt when it becomes due and its owner demands it, if the debtor is capable of fulfilling the payment. This is based on the Prophet's (peace be upon him) saying: "The delay of a rich person (in paying debt) is an injustice." It is permissible to demand the debt, even through a complaint. As for the change in currency value, reference should be made to the statements of scholars, and in the absence of mutual agreement, the judiciary is the arbiter.
